Truly a lack of vision on the parts of Roscosmos, in my view. The Soyuz system is excellent. Reliable, affordable and gets the job done, but there is a need for a replacement that can combine passenger and cargo launches, and handle greater volumes of both. So many "Soyuz replacement" designs have come and gone, whilst the Buran design is there. A complete design, with the core elements already having undergone a huge amount of testing.

Furthermore, 20 years down the road there is now a wealth of information and experience gained from the NASA shuttle program that give us the benefit of hindsight that can be applied to a Buran revival.

At the end of the day, if the government is serious about taking back the Russian ISS modules at the end of the ISS program, then it will need a vessel to develop, supply, crew and maintain them, and actually make the whole thing worthwhile. And by then, if Soyuz was human, it'd be almost ready to collect a pension.
